Preheat oven to 350 degrees F. Combine all dry ingredients (except chocolate chips) in a large bowl. In a separate medium-sized bowl, combine all wet ingredients. Mix the wet ingredients with the dry ingredients and fold in the chocolate chips. Scoop a generous-sized tablespoon of dough onto a lined baking sheet with parchment paper, then flatten the cookies. Cook for 15 minutes.
