Cook pasta in a large pot of water according to the box directions. In a skillet over medium heat, add olive oil and ground turkey and cook until browned for 5-7 minutes. Drain the fat and add 1/3 cup water and taco seasoning, then mix. Add the onion, bell pepper, and garlic and cook for an additional 2-3 minutes. Add the cooked pasta shells, salsa, cream cheese, and black beans, then stir until combined, reducing the heat if necessary. Top with cilantro and enjoy.
